Respected Chief Minister,
I write this open letter to you as a concerned citizen of Nagaland, seeking clarity on three important issues that affect the lives of thousands of government employees and the broader economic development of our state.
As per the notifications issued by the Finance Department:
1. Notification No.BUD/1-2/2019-20 dated 14th October 2019 had stated that monthly pay and allowances would be disbursed on the last working day of the month.
2. This was subsequently modified by Notification No.BUD/1-2/2019-20 dated 22nd July 2022, directing that salary payments would be made on the first working day of the following month.
However, despite these clear instructions, government employees continue to face delays in receiving their salaries. This has created financial hardship, anxiety, and loss of morale among employees and their families.
In addition, as you hold the Finance portfolio, I wish to seek public clarity on matters related to GST:
- Kindly explain how the GST state share revenue is being utilized. Give in details
- Where does the revenue collected from GST go, and how is it allocated or utilized by the Nagaland state government
3. Third, the department of school education has introduced the “Smile” app to monitor teachers attendance, which is a good step. But why is this system applied only to the education department? Why can’t similar monitoring be applied to other government departments as well? there are many employees in other departments who reportedly don’t even show up for work. This kind of attendance tracking would help improve accountability and ensure that public services run properly.
As the Chief Minister and the Minister in charge of Finance, Personnel, Administrative Reforms, and all important policy issues, the people look to you for leadership and transparency. No major orders or notifications in these areas are released without your knowledge and approval, which gives you the unique authority to address these concerns effectively.
I sincerely request you to kindly address these matters publicly or direct the concerned departments to provide clarity so that government employees and the citizens of Nagaland can be informed and reassured.
