Mokokchung, 12th May, 2026 (Nokinketer News): A seminar on “Article 371(A)” and “The Nagaland Village Council Act 1978” was held on 12th May 2026 at the Town Hall, Mokokchung. The event was organised by the Ao Senden and hosted by Minister for Rural Development & SIRD, Metsübo Jamir.

Delivering a keynote address, Chief Secretary of Nagaland, Sentiyanger Imchen, IAS, explained that Article 371(A) is a provision of the Indian Constitution designed to protect the traditional and customary identity of the Naga people. However, he expressed concern that many individuals fail to fully understand the provision and often misinterpret its purpose — a trend he described as unfortunate.

Describing Article 371(A) as a temporary transitional provision, Imchen stressed the need to adapt to evolving rules and laws that keep pace with changing times and societal needs. He further noted that laws serve as agents of social change, which are essential for societal progress. While laws are framed for the common good, he added, good governance ultimately depends on their judicious implementation for the welfare and betterment of the people.

Earlier, Minister Metsubo Jamir delivered a brief address. The lead speakers at the seminar were C.T. Jamir, Legal Advisor to Ao Senden and Senior Advocate, Gauhati High Court, along with Sentiyanger Pongen, Advocate, Gauhati High Court.
