
Tuesday, 2nd June 2026 (Nokinketer News): In compliance with Rule 5(b) of the “Solid Waste Management Rules 2026,” notified by the Ministry of Environment, Forest and Climate Change (MoEFCC) and effective from April 1, 2026, the department has directed all villages in the State of Nagaland to strictly enforce waste segregation at the source (household level), as per the guidelines under the new rules.
Extracts of the relevant provisions are reproduced below:
Rule 5. Duties of Waste Generators.
1. Every household shall separate and store waste generated by them into four distinct streams at source:
- Wet Waste: Includes kitchen waste, food scraps, vegetable peels, flowers, and other biodegradable items. To be kept in a Green Bin.
- Dry Waste: Includes plastic, glass, metal, rubber, and other non-biodegradable items. To be kept in a Blue Bin.
- Sanitary Waste: Includes used diapers, sanitary towels/napkins, tampons, condoms, incontinence sheets, and sanitary pads. These must be securely wrapped in pouches provided by manufacturers/brand owners or in suitable wrapping material as instructed by local authorities, and placed in a separate Sanitary Waste Bin (not mixed with dry, wet, or special care waste).
- Special Care / Household Hazardous Waste: Includes discarded paint drums/cans, pesticide containers, CFLs/bulbs, tube lights, expired medicines, broken mercury thermometers, waste batteries, used needles/syringes, contaminated gauze, cleaning agents, insecticides, and any other such waste notified by the Central Pollution Control Board (CPCB) from time to time. To be kept in a Red Bag.
The District Administration has been directed to ensure the initiation and implementation of this four-stream source segregation in all villages. This will be carried out in coordination with the Rural Development, PHED, Urban Development, and Municipal Affairs Departments in respective districts. Authorities must also ensure adequate sensitization exercises with all Village councils to promote sustainable waste management practices.
