Kohima, 1st September 2026 (Nokinketer News): The ninth session of the 14th Nagaland Legislative Assembly (NLA) began on Tuesday with Speaker Sharingain Longkumer welcoming newly elected MLA and the youngest member of the House, Daochier I. Imchen of 28-Koridang constituency, to his first sitting. The Assembly also paid obituary tributes to former MLA G. Kughavi and observed a minute’s silence in his honour.
Government answers questions on health, roads and education
During Question Hour, ministers replied to several starred questions on public issues.
PHED minister Jacob Zhimomi said the absence of an SDO (PHE) at Tobu was due to a shortage of officers and assured that a posting would be made after newly recruited officers complete training.
Health minister P. Paiwang Konyak said Ayushman Bharat PM-JAY provides cashless treatment for around 1,970 procedures across 25 specialties but excludes outpatient care, cosmetic procedures, dental treatment and fertility services. He also disclosed that 12 empanelled hospitals had been found charging patients unauthorised amounts and action had been initiated against them.
Deputy chief minister T.R. Zeliang said work on NH-2 near Doyang bridge and Chukitong remains stalled due to pending Right of Way clearance and land issues, prompting MLA Nuklutoshi to appeal to tribal bodies to facilitate land clearance.
Replying to a question on teacher vacancies, chief minister Neiphiu Rio said Nagaland has a pupil-teacher ratio of 7:1, significantly better than the national average, while assuring that school rationalisation would be reviewed to protect educational access in remote areas.
Home minister Yanthungo Patton said the proposal to redeploy MTS staff from Phek to Meluri district is still under examination and no final order has been issued.
Power minister K.G. Kenye said electricity meters are being provided free under the Centre’s RDSS, over 57,300 smart meters have already been installed and the state aims to install more than 3.17 lakh smart meters by February 2027. He said power revenue is projected to reach Rs 400 crore in 2026-27.
Governor assents to seven Bills
The Assembly was informed that Governor has given assent to seven Bills, including the Nagaland Jan Vishwas (Amendment of Provisions) Bill, 2026, the Nagaland Town and Country Planning (Fifth Amendment) Bill, 2025 and four Appropriation Bills.
New Bills introduced
Chief minister Neiphiu Rio introduced four Bills, including the Nagaland Right to Public Services Bill, 2026, and two GST Amendment Bills. Health minister P. Paiwang Konyak introduced the Nagaland Paramedical Council (Repeal) Bill, 2026, while deputy chief minister Yanthungo Patton introduced the Frontier Nagaland Territorial Authority Bill, 2026, which will be taken up for consideration and passage on September 3.
