Kohima, 4th September 2026 (Nokinketer News): The second day of the Ninth Session of the 14th Nagaland Legislative Assembly on Thursday witnessed the passage of the historic Frontier Nagaland Territorial Authority (FNTA) Bill, 2026 and the adoption of a resolution urging the Centre to review the Protected Area Permit (PAP) regime in Nagaland.
The sitting, held at the Nagaland Legislative Assembly Hall, also saw the passage of several government Bills, presentation of key reports and policy documents, and replies by Ministers to starred and supplementary questions raised by members.
Horticulture model villages announced for Mon
Replying to a starred question by MLA A. Nyamnyei Konyak, Minister for Women Resource Development and Horticulture Salhoutuonuo Kruse informed the House that five villages in Mon district have been selected as Horticulture Model Villages (HMVs) under the Mission for Integrated Development of Horticulture (MIDH). The selected villages are Tanhai for citrus cultivation, Chenwetnyu for large cardamom, Yonghong and Changlangsu for kiwi, and Sangsa for Naga Mircha.
Responding to a supplementary question regarding the absence of a Sub-Divisional Horticulture Officer (SDHO) at Tobu subdivision following the retirement of the previous officer two years ago, Kruse said a new SDHO has since been appointed.
PIMS mandatory for police salary drawal
Answering a starred question by MLA Kuzholuzo Nienu, Deputy Chief Minister Yanthungo Patton said the Personnel Information Management System (PIMS) has become the sole determining factor for the drawal of salaries following the introduction of the State’s e-Pay system. He said salaries of Nagaland Police personnel are being drawn strictly against the sanctioned strength of posts.
On allegations of double salary drawal, Patton informed the House that the Home Department has constituted a Special Investigation Team (SIT) to probe suspected cases of fraudulent drawal of multiple salaries, as well as simultaneous receipt of salary and pension by government employees from several departments, including the Nagaland Police.
CAG reports, policy documents tabled
Chief Minister and Finance Minister Dr. Neiphiu Rio laid before the House the Comptroller and Auditor General (CAG) of India reports on the Social, Economic, General and Revenue Sectors for the year ended March 31, 2024 (Report No. 1 of 2026), and the State Finances Audit Report for 2024-25 (Report No. 2 of 2026).
Minister for Public Health Engineering and Cooperation Jacob Zhimomi presented the Nagaland Cooperative Policy, 2026, while Minister for Power and Parliamentary Affairs K.G. Kenye tabled the Sixth Edition of the Rules of Procedure and Conduct of Business of the Nagaland Legislative Assembly.
Advisor and Chairman of the Committee on Estimates Kuzholuzo Nienu presented the 162nd Report on the Department of Horticulture’s Mission Organic Value Chain Development for North Eastern Region (MOVCD-NER) and the 163rd Report on the Rural Development Department covering NSRLM, SPMRM/NRUM and PMAY-G.
House passes key government Bills
The Assembly unanimously passed several government Bills moved during the day’s proceedings. Chief Minister Dr. Rio moved the Nagaland Goods and Services Tax (Eleventh Amendment) Bill, 2026, the Nagaland Goods and Services Tax (Twelfth Amendment) Bill, 2026, the Nagaland Town and Country Planning (Sixth Amendment) Bill, 2026, and the Nagaland Right to Public Services Bill, 2026.
Minister P. Paiwang Konyak also moved the Nagaland Paramedical Council (Repeal) Bill, 2026, which was passed unanimously along with the other Bills. The day’s proceedings were marked by significant legislative business, with the passage of the FNTA Bill and the resolution on the Protected Area Permit regime emerging as the highlights of the session.
