Dmapur, 14th October 2026 (Nokinketer News): The Department of Food and Civil Supplies, Nagaland, on Wednesday launched the General Household (GHH) Scheme to provide subsidised rice to eligible households not covered under the National Food Security Act (NFSA), 2013.
The scheme was formally launched by Advisor, Food and Civil Supplies, K. T. Sukhalu, IAS (Retd.), at the Directorate of Food and Civil Supplies in Dimapur.
Addressing the programme, Sukhalu said the scheme aims to address gaps in food grain allocation following the implementation of the NFSA and extend food security support to eligible households excluded from the existing Public Distribution System (PDS). He said 1, 21,238 beneficiaries had been identified in the first phase, with the number expected to increase.
Secretary, Food and Civil Supplies, Wonchio Odyuo, NCS, said eligible households must meet the prescribed criteria, including an annual household income of ₹2.5 lakh or above, and must not possess active Antyodaya Anna Yojana (AAY), Priority Household (PHH) or other PDS ration cards. Aadhaar-based enrolment will be mandatory.
Under the scheme, each eligible beneficiary will receive five kilograms of rice per month at a subsidised rate on a payment basis. Distribution will be carried out through verified Fair Price Shops (FPS) across urban and rural areas, under the monitoring of district administrations.
Odyuo informed that 26,982 GHH ration cards had been generated so far, covering 1,19,401 units, with a total food grain allocation of 5,97,455 kg.
Sukhalu also clarified that the Centre’s Tide Over Rice allocation was not a free distribution scheme, explaining that food grains supplied for relief and other purposes were procured through the concerned agencies under prescribed regulations. He said the GHH Scheme would help streamline distribution, improve transparency and address misconceptions surrounding food grain allocation.
The department stated that the scheme aims to protect eligible households against food inflation and seasonal shortages while strengthening last-mile delivery and monitoring of food grain distribution in Nagaland.
The programme was chaired by Warren Holohón Yepthomi, NCS, Director of Food and Civil Supplies, and attended by departmental officials and staff.
