Kohima, 24th September 2026 (Nokinketer News): Nagaland Governor Nand Kishore Yadav reviewed the functioning and initiatives of the Nagaland State Commission for Protection of Child Rights (NSCPCR) at Lok Bhavan, Kohima, on Thursday.
During the review meeting, the Commission presented an overview of its activities and initiatives undertaken since 2023, including its efforts to monitor the implementation of key child protection laws across the State.
The laws covered include the Juvenile Justice (Care and Protection of Children) Act, 2015, Protection of Children from Sexual Offences (POCSO) Act, 2012, Right to Education Act, 2009, and Child and Adolescent Labour (Prohibition and Regulation) Act, 1986.
The Commission informed that it has been conducting regular awareness programmes involving tribal bodies, village councils, schools and District Heads of Departments. It has also facilitated coordination among the Police, Judiciary, Social Welfare, Health, Education, Labour departments and NGOs in matters relating to child protection.
As part of its monitoring responsibilities, the Commission has undertaken inspections of Child Care Institutions, Observation Homes, Special Homes and schools. It has also conducted child rights and protection programmes through radio and Doordarshan and initiated efforts to incorporate provisions of the JJ Act and POCSO Act into the curriculum of the Nagaland Police Training School.
The review highlighted various capacity-building initiatives, including intensive training programmes for police personnel on the JJ and POCSO Acts at the State and district levels. Workshops have also been organised for media professionals on “Child Friendly Media” and the role of the media in child protection.
The Commission further informed that it participated in deliberations leading to the Tawang Declaration during a regional convergence programme held at Tawang, Arunachal Pradesh, contributing to a collective framework for strengthening child rights and protection in the region.
However, the Commission pointed to several challenges, particularly inadequate infrastructure and facilities for children requiring care and protection. Special concerns were raised regarding children with mental health issues, substance abuse problems and disabilities.
The Commission also highlighted the need for additional Members and regular staff to strengthen its functioning, besides seeking enhanced Grant in Aid to effectively carry out its mandated activities.
Looking ahead, the Commission outlined plans to promote child-friendly rooms in courts and police stations to provide a more child-sensitive environment for children coming into contact with the law enforcement and justice systems.
It also plans to continue awareness, sensitisation and capacity-building programmes across all districts, with particular focus on substance abuse prevention, prevention of child trafficking and exploitation, online and digital safety, children with disabilities and sensitisation of key stakeholders.
The review meeting assessed the Commission’s ongoing work, challenges and future priorities aimed at strengthening child protection mechanisms and safeguarding the rights, welfare and interests of children in Nagaland.
